And that is precisely why one should not provide his/her SSN on an employment 
application.  If the prospective employer demands one's SSN, then provide the 
first six number and explain that the entire SSN will be provided upon 
hiring.  If the employer throws a shit-fit, then said employer is planning on 
researching your credit history, health records, and God knows what else as a 
pretext to considering employing you.
