FCC Guts Safeguards
In an Order issued last week, the Federal Communications Commission gutted
the few safeguards in place to check common carrier anticompetitive acts.
The order is available at the FCC under:
FCC Eliminates Comparably Efficient Interconnection Preapproval Process and
Streamlines Network Information Disclosure Rules.,
Report No. CC 99-4, (CC Docket Nos. 95-20 and 98-10)
It completely:
1. eliminates network disclosure obligations on long distance carriers
(some of whom are heavily involved with big internet players like UUnet and
@home)
2. eliminates the 6 month trigger for network disclosures that previously
provided competitors a window to comply with network interfaces in the
provision of competitive services.
3. eliminated FCC filings of disclosure, placing the obligation only on
incumbent local exchange carriers to post disclosures on their internet
site with no prior notice of network implementations and changes.
If you are a local ISP......look out!
