  I think that these definitions are a bit ideological, you could take
  a capitalistic view point.
  
  I could say that the purpose of the health care industry is to make
  money by providing health-care. The purpose of information technology
  is to help make the providers of the health-care more money.  The
  purpose of security and confidentiality safeguards are to help create
  trade for the health-care providers by convincing people that there
  systems are safe to be used.
  
  The point that I am trying to make is that it is all a matter of
  perspectives.
