ISP ISDN rates vs RBOC rates

  I'm curious... Are the rate reductions being reflected by the rates
  charged by various ISPs? As best as I can tell ISPs treat ISDN as a
  premium service and charge accordingly. Is this being done
  independently of the RBOC's charges to the ISPs?
