  That's what I said!  .46*60=27.6 cents.
  
  Not .46 dollar ($0.46) but .46 cents ($.0046) per minute.
  
  Oddly enough this is fairly close to "typical" busy hour cost, especially
  in a large metro area.  If POTS were measured, this would be a reasonable
  rate for local calls, before applying off-peak discounts.
  
  But with ISDN to be measured and POTS flat rate, they're not interested
  in selling much ISDN!
