Trojan Horses

  I am writing a story on a sugar coated rate increase for a Vermont News
  paper. The Public Service Commission has worked with all the state phone
  utilities to give the local phone customer the gift of calling adjoining
  calling areas. This got the hearts and minds of the rate payers jumping for
  joy what they did not say was that the cost of this was going to be that the
  phone companies would be allowed to raise the timed rate of a local call
  from zero to up to five cents a minute. Few including editors of some of the
  states papers knew of this rathere large trade off. At five cents a minute
  ($3.00/ hr)
  the local internet connection is going to be no big bargin.
  
  Are there other instances of Trojan Horse trading in other jurisdictions?
