can dioxins be formed by the combustion of landfill gases

  Can anyone tell me if dioxin can be formed when landfill gases are used
  as fuels?
  
  I ask this because vinyl chloride is one of the gases identified by the
  California Air Resources Board as entering the air both within and
  outside the landfill property lines.
