How about neither?  The govt, being entrusted with the 
welfare of the people, should choose not to 
recognize intellectual property rights, because
such rights are incompatible with the basic human
rights freedom of thought and freedom of speech.
IPR is also against with the public good as it 
restricts knowledge to the wealthy and can no
longer be argued necessary to spread knowledge.
