International Relations mark-up on Africa bill

The word is that we did not do well yesterday in committee. The bill was
approved 24-8. Five Democrats voted with us, and against the bill,
including Barbara Lee. The others were Sherrod Brown, Delahunt, Sherman,
and Danner. Apparently the McKinney amendment to incorporate our debt
language in the Growth and Opportunity Act was either not offered, or
ruled out of order.
