HIPC review comments sought (fwd)

Carol Welch from Friends of the Earth forwards this important message:

The IMF and World Bank are soliciting outside comments on the HIPC review. 

The first set of comments is due March 15, 1999, and centers around debt
sustainabililty questions, fiscal targets, links to policy reforms. 

Second set is due mid June, and focuses more on the poverty reduction
linkage, overall framework of debt relief. 

You can find more into on the IMF's web site (http://www.imf.org) 

PLEASE send comments, both to WB and IMF (there are separate sites for
this).  On the ESAF review, the IMF apparently got very few comments, so
it's important to show that we intend to put our ideas forward and force
them to consider them.
