Dell's pricing of Servers with Linux installed

According to John Spooner, Dell's approach to Linux pre-install on a
server is to charge $20 more than the cost of the machine with NT
installed. Which seems to suggest Dell has to pay for NT even if the
customer doesn't want it. (NT is not covered by the 1995 consent
order).
