Isn't the public domain about maintaining a knowledge base so that it
can be used by the public for the public ?

I would add this to the antipodean speech of the caretaker manager:

* we do have the internet.
* what better place to put this information than the public domain
* folk talk a lot about 'climate', but what we experience is weather
