If something is Intellectual Property - it is not in the Public
Domain.<br>
If something is in the Public Domain - it is not an entity's
Intellectual Property.<br>

Is one not a direct negation of the other?<br>

I don't agree. I think IP and PD are not always opposites, they
can instead be seen as different tools for different purposes.
Just likes horses and cars, which can replace each other in some
applications, but not all of them. Horse lovers don't hate cars,
but car haters do.
