    Why not ? The mechanism is quite the same, only the results and the  
    contexts differ.

The aspect that you're calling the mechanism is not very important.
The important part is the restrictions that are put on the public and
the conditions they require.  Those are different.  And the
consequences are different too.

The restrictions and their consequences are important.
So we should avoid get distracted by the "mechanism".

    What are your point on this ? Did you write something ?
