I think we are defining 'use' differently, :)
In your example - the public property must first be owned before it
can be sold for a profit..
It must be taken from the public-domain and privatized before it can
enter into a capitalist transaction.. This is what I mean.. At this
point most public things already have ownership in the form of the
public's surrogate, the state.
But you comment on something obvious in the system.. It is far
cheaper to sell something you don't have to pay for!
Hence, the tendency will always be to privatize public items as they
are 'free' to create..
