Yes, copyright requires that a "work" initially required some level of
"work". But the term "property" doesn't imply any effort, does it?
You could inherit a farm and you could "own" the copyright of a novel
that your late grandmother wrote. Once it's there, it's yours without
effort. Then again, copyrights are not subject to property tax (at
least not where I live).
