WIPO is considering a possible treaty on Access to Knowledge as part of
the development agenda.
How strictly do they want to interpret the term "access to knowledge"?
If it is narrow, I could suggest making *all* scientific articles
freely redistributable 6 months after official publication. If it is
broad, I could offer more suggestions.
