Do you mean the 'full' version or the pilot? My understanding is that the 
pilot is planned to start in first quarter 2005 with the full version arriving 
around 18 months later though this is still quite vague. None of these plans 
are very firm or have a strict time frame.

Finally I wanted to mention the creative-friends list 
(creative-friends@lists.essential.org) which discusses the BBC Creative 
Archive very actively. You might also be intersted in the Friends of the 
Creative Domain wiki: http://www.okfn.org/fcd/wiki which has information on 
the BBC creative archive including links to recent talks about it by members 
of the CA team that outline their plans (see 
http://www.okfn.org/fcd/wiki/BbcInfo).
