As the IMF/World Bank annual spring meetings get underway in Washington
DC, this issue of Policies & Priorities explores the contradiction
between the projected spending increases that will be needed to enable
countries to achieve the Millennium Development Goals (MDGs) and the
actual constraints on spending that flow from the tight fiscal and
monetary policies in International Monetary Fund loan programs. A second
article reviews new reports from IMF that suggest some internal
rethinking of their restrictive policies.
