LOCATION:İ WASHINGTON, D.C. (VENUE TO BE ANNOUNCED)
Water. Health care. Energy.İ Such services represent the next frontier
for corporate-led globalization.İİ International donors and lenders are
backing a corporate take-over of
services by denying resources for public services and by creating new
aid programs that directly promote privatization of resources and
services.İ Desperate to reduce their debt
and obtain finance, governments may relinquish control over the
resources and services most essential for health, livelihood and
dignity.
Register today!İ Citizens from debt campaigns, community or
environmental groups, unions, and the media are welcome.İ Find a common
voice to roll back the privatization
agenda within international institutions while urging national
governments to listen to citizens and challenge market fundamentalism.
Come to Services for All to find out what
others are doing to democratize policies on essential services, share
your own experience, and work toward a common strategy that protects the
public, especially poor people and
the environment.
FIGHTING PRIVATIZATION--THE US STRUGGLE: Sept 30, 2002 6-8 PM
(Refreshments Provided)
The US experience. While the US government is pushing privatization of
resources and services in the developing world, US citizensí groups are
fighting domestic privatization
schemes in areas as diverse as water, energy, education and social
security. Learn first-hand about struggles in the US against corporate
interests seeking to privatize water.İ
Now that corrupt corporate behavior is everyday news, even market
enthusiasts are thinking twice about handing over public services to
private companies that are motivated by
profits. Learn also about why US officials and citizens are fighting the
WTOís General Agreement on Trade in Services (GATS) which threatens to
override democratic
accountability for essential services.
THE INTERNATIONAL STRUGGLE: October 1, 2002: 9:30AM ? 5:30 PM
· Hear voices from the South. İİFind out how privatization is
overtaking service sectors in the South,
and about similarities and differences between privatization efforts in
the South and North. Representatives
from trade unions, grass roots and advocacy organizations, and
researchers are invited to share their
perspectives and experiences.
· Learn about how companies behave when entrusted with essential
services. Economists agree that regulation is the key to making service
privatization work. But if Enron
and WorldCom can run circles around US regulators, what can we expect of
large firms operating in countries with much weaker regulatory capacity?
Privatization disasters and
price shocks all over the world show how so-called reforms hurt
customers and devastate the poor when governments canít negotiate with
companies, enforce rules or ensure
competition.
İİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİİ
· Understand the forces behind the agenda to privatize water,
health care and energy.İ Under the banner of ìeconomic freedom,î the US
government and the World Bank
(among others) plan to launch a program to subsidize corporations that
would otherwise be unwilling to invest in providing services to the
poor.İ
· Learn the ABCsİ of GATS.İİ WTO members are currently engaged
in secret negotiations on the General Agreement on Trade in Services
(GATS). Developed
countries are using GATS negotiations to pressure developing countries
to open up service sectors to their transnational firms, which are
searching for untapped market
opportunities. GATS rules that threaten democracy and national
sovereignty also serve as a model for US negotiators pursuing the FTAA.İ
· Discover how international lending institutionsİ advance the WTO
agenda.İİ WTO negotiations on investment coincide with a third
generation of World Bank
adjustment programs and IMF conditions that promote investor privileges.
Development banks are also promoting competitive service provision with
cost-covering user fees. This
agenda could enable the WTO to subject essential services to GATS rules,
which limit the ability of governments to protect their citizens or the
environment.
