[Pharm-policy] EU position in 1998 on RDS

For those who follow the EU policy on access to medicines issue, we have
a 7 October, 1998 note prepared by DG3 but distributed by DG1,
addressing the strategy for the October 1998 negotiations on the Revised
Drug Strategy.  Here is one quote:

   "On 3 April 1998 the issue was discussed in the 113 (Deputies)
meeting in Brussels and it was concluded that no priority should be
given to health over intellectual property considerations, in particular
in light of the absence of any evidence of conflict between the two.  On
that basis, the Community and EU-Member States pursued a coordinated
approach in the meetings at the WHO."
