Tido has kindly sent a copy of the letter sent by Robert Fitts of the US
embassy in Bangkok, to the Thai government, transmitting a copy of the
NGO letter on compulsory licensing.

Dear Director General Karun:

        I append the text of a letter sent from the Office of 
the United States Trade Representative to Mr. Paisan Tan-Ud, 
Chairman of the Thai non-governmental organization People 
with HIV and Aids.  This letter, which as been provided to 
the Minister of Public Health as well, can be regarded as a 
policy statement.  As you see, the substance is consistent 
with the letter I sent to you on January 19, though the tone 
is somewhat different.

        If you would like to discuss this matter with me, I 
would be happy to at your convenience.
