The reasons why I was told that it may not be very effective are:

1) the manufacturers have full control of the label and if they change 
anything in the label that will not match with FDA regulations, FDA will not 
approve its approval.

2) Manufacturers can establish a penalty in the contract when they export it 
that if the product is re-imported may have a penalty making it as expensive 
or more than the local products.

3) The manufacturer could introduce a change in the pill.

4) In any event, even if it works, it is not expected to have an effect in 
the society until two years from now .
