This is the url for Alan Holmer's letter (January 18, 2000) to Secretary
Shalala (Department of Health and Human Services) explaining PhRMA's
contentions with the language of the World Health Assembly Executive
Board Resolution on HIV/AIDS (EB 105/12). The draft resolution contained
the following language:

"The Executive Board . .  . REQUESTS the Director-General:

        7)    on their request, to advise governments 
        on their options  under the Agreement on 
        Trade-Related Aspects of Intellectual Property 
        Rights (TRIPS) to increase their capacity to 
        negotiate for more affordable HIV/AIDS-related 
        drugs;"


On January 28, 2000, ten days after Alan Holmer's letter was written,
this language was removed from the WHO HIV/AIDS resolution after the US
government insisted on taking out any reference to intellectual property
rights in this resolution.
