Miller Industries: complusory licenses

This is a recent example of actual compulsory patent licenses from the
USA.  The references below are to 7 difference licenses, involving
combinations of five different patents.  The patents relate to tow truck
technologies, and specifically, "Wheel-Lifts," the devices that cradle
and support from behind the front or back tires of a disabled vehicle.  
Apparently, while it remains very controversial to issue compulsory
licenses for sick people, compulsory licenses for inventions that help
sick cars are ok.
