AMENDMENT PURPOSE:
An amendment to prohibit the use of NIH funding to grant an exclusive or
partially exclusive license pursuant to chapter 18 of title 35, USC,
except in accordance with section 209 of such title (relating to the
availability to the public of an invention and its benefits on
reasonable terms).
