[Pharm-policy] Compulsory License Improvement Act

The following is a cite to the US Congressional Hearing, the "Copyright
Compulsory License Improvement Act," held on February 25, 1999.  I don't
recommend reading this unless you are really interested in an example of
compulsory licensing of intellectual property rights for entertainment. 
But for some it might put into perspective the relatively ease at which
compulsory licenses can be issued outside of the pharmaceutical area 
--  in this case, for satellite television signals.   Note also that
among the witnesses are the General Counsel for (USA and Canada's) Major
League Baseball, which opposed the compulsory license, and the Motion
Picture of Association of America (MPAA), which supported the extension
of the compulsory license.  This license involved access to such
essential products as Red Sox baseball games and Ally McBeal television
programs.
