  The decision of the U.S. Court of Appeals for the Tenth Circuit in 
Douglas v. Dobbs, expands the individual's rights of privacy protected 
by the Fourteenth Amendment to include safeguarding of pharmacy 
prescription records and may well assist those who argue that holders 
of such records have a duty to provide adequate security measures 
protecting against improper disclosure.
