  Thank you for pointing out the nuance.  However in accordance
with the Texas Atty. Gen. he also in the article you referenced

supports completely open Medical records. See:

Hence the subject line in your post remains misleading if not
inaccurate none the less!

  After contacting Atty. Gen.'s Abbots office he also conferred to
me he in no way supports completely open Medical Records...
