Apparently there was a glitch in the regulations.gov computer system and
many Special 301 comments were not displaying yesterday. So what was
being reported (by me) as over 350 comments filed yesterday -- up from
55 last year and under 30 in 2008 and 2007 -- was actually 653
submissions.
USTR has fixed the error and all submissions should be showing now. A
couple notable ones were missing yesterday, including excellent comments
by SSRC and Oxfam.
