[Ip-health] 47 to 11, Eshoo/Barton amendment on Biosimilars passes

The vote was shortly after 5pm.   47 ayes, 11 no, for the Eshoo/Baton
amendment.

This was a huge defeat for Waxman on a matter of major importance
regarding cost controls, and a huge victory for PhRMA/BIO.

Democrats like Markey voted with Eshoo/Barton.
