[Ip-health] New IGH disc paper: on contracts with HIF registrants

Tom Bollyky casts a critical eye on the contractual arrangements the
HIF could have with registering pharmaceutical companies. He also
offers some recommendations for improvements in this excellent
discussion paper, the third in the IGH series. This paper will be of
particular interest to anyone thinking seriously about how to
implement systems of prizes for new pharmaceuticals. Comments and
discussion are, as always, very welcome.
The Relationship of the Health Impact Fund and Its Registrants

Abstract: The success of the Health Impact Fund plan to promote
global access to pharmaceutical innovation can only be built upon
the bedrock of mutually advantageous relationships with the Fund=92s
registrants. Accordingly, the credibility, predictability, and
efficiency
of the arrangements that will comprise those relationships are of
paramount importance.
This discussion paper considers the relationship of the HIF with
its registrants as laid out in in The Health Impact Fund: Making New
Medicines Accessible for All. This paper evaluates the relationships
and arrangements the HIF will offer to registrants, identifies potential
concerns in the current plan, and suggests specific prescriptions for
their resolution.
