IGH has posted a discussion paper on pricing mechanisms.

Abstract:
The Health Impact Fund, like other similar proposals, requires a
mechanism to ensure that products being rewarded on the basis of
health impact are available to people in need at the lowest possible
prices. This discussion paper explores possible mechanisms for
enabling access, considering price controls; generic licensing; and
systems of tendering for production.
The paper is intended to stimulate discussion on how the Health Impact
Fund can ensure that registered drugs achieve the greatest possible
health impact.
