The South Centre Innovation and Access to Knowledge Programme (IAKP) is ple=
ased to invite you to the Second South Centre International Symposium on "E=
xamining IP Enforcement from a Development Perspective". Addressing TRIPS-P=
lus standards on Intellectual Property (IP) enforcement has become one of t=
he most significant challenges for developing countries. The purpose of the=
symposium is to bring together different stakeholders from developing coun=
try governments, intergovernmental organisations, academia and civil societ=
y to discuss the policy challenges that developing countries face on IP enf=
orcement.
The context of this symposium is to highlight and examine the trend towards=
increasing global IP enforcement. IP enforcement has invited significant a=
ttention in the recent years in the global trade and intellectual property =
schema. On a broader framework, the challenges include: 1) how to maintain =
an effective IP enforcement regime when State resources are scarce and othe=
r areas, such as health and educations are development priorities; 2) how t=
o prevent the abuse of IPRs by right holders, including via the abuse of IP=
enforcement procedures; 3) how to assess and correct the impact of the TRI=
PS Agreement on technology transfer, innovation and creativity in developin=
g countries; and 4) how to balance right holder and public interest in the =
IP system to ensure the quality of enforceable IPRs, especially considering=
that there have been recent attempts at various international forums to pr=
omote TRIPS-Plus-Plus measures.
The current symposium will focus on four major elements exemplary to the cu=
rrent debate on IP enforcement in the area of: (i) Critical problems in the=
international IP Enforcement regime; (ii) misunderstandings about IP enfor=
cement; (ii) recent cases and developments in IP enforcement; (iv) strategi=
c considerations to address the challenges. We hope you will be able partic=
ipate in this active debate and contribute with your own views and expertis=
e.
