Oxfam International has released a new briefing paper entitled: "Ending
the R&D crisis in n Public Health: Promoting Pro-Poor Medical
Innovation". Here is a link to a landing page for the paper:

The paper explores the need to resolve a failure of the current system
of medical innovation - namely its failure to deliver the new medicines,
vaccines and diagnostics urgently needed to address diseases that
primarily affect poor people across the developing world. The briefing
paper examines the major shortcomings of the R&D system, critically
analyzes the efforts by developed countries and the pharmaceutical
industry to bridge those shortcomings, and offers recommendations to
governments, pharmaceutical companies, product development partnerships
and other entities involved in improving R&D.
