[Ip-health] The WHO IGWG negotiation

The text is almost finished on the global strategy, the plan of action,
and the new resolution setting out the next steps.

We have not written our statement yet, and the negotiation is not really
finished, but the expected outcome is very positive.  The result of this
week's negotiation has been better than expected, and the cumulative
impact (including the outcomes from IGWG II and II.bis) is a very strong
terms of reference for the WHO to undertake deep and meaningful changes
in our systems of innovation and access.

The WHA now launching a new 2 year negotiation to address implementation
issues, including tackling the unfinished issues of identifying R&D
funding needs, addressing the need for sustainable funding, and dealing
with the new mechanisms that de-link R&D incentives from product
prices.

The document circulated this morning is 52 pages, and is hard to
summarize.   We'll post a copy when the Secretariat makes one available.
