In other words, Congress is asking the USTR to abide by agreements it signs?

Perhaps Congress could also consider checking if its Special 301
provision does in fact, law and/or practice comply with its Statement of
Administrative Action and conditions set out by the infamous WTO Dispute
Settlement Body - another set of "agreements" that may be relevant.
