[Ip-health] Selected Innovation Prizes and Reward Programs

This is something we are working on concerning innovation prizes.  It is
basically survey of examples of innovation prizes in several different
sectors, over time, expanding considerably some of the earlier surveys
that I have seen. Right now it is still a draft.  We are hoping to
finish it by Feb 15.   If people have suggestions for additions or
