[Gnu-darwin-distribution] [Ip-health] GNU-Darwin: current best recommendation

The rules of TRIPS have not changed a bit except to get more demanding of
consumers. So the real rules that matter don't change from public
pressure--and they are designed that way. What would be a major
accomplishment is if TRIPS were scaled back even a little bit.
