To clarify,

I certainly don't begrudge Thomas for his fund-raising efforts.  We all
do fund-raising, and I would probably considering taking money from
everyone that funded Thomas's effort.

I was interested in the Commission simply because the Commission took
such a hard line on some points in the IGWG negotiations -- for example
on the issue of prizes, and in recent years, elements of the Commission
have pushed a strong IPR policy quite hard in a number of fora.

That said, other elements of the EC sometimes consider more open
policies.
