[Ip-health] Element 7.3, the Global Research and Development Fund, has been opposed by high income countries

According to one delegate in the negotiation today, Element 7.3, the
Global Research and Development Fund, has been opposed by high income
countries.  Reportedly calling for the deletion of 7.3 were Australia,
Canada, Japan, the members of the European Union and the United States.
The text remains, with brackets, and will be discussed later by the
committee as a whole.

This is quite strong opposition on one of the major "asks" from the
developing countries.   If people have contacts in high income country
delegations, it would be useful if you could ask your delegation why it
opposes the creation of a Global Research and Development Fund.
