[Ip-health] Microsoft Counsel an expert at WHO IGWG

I noticed that Richard Wilder, Associate General Counsel for IP Policy,
Microsoft Corporation is attending the meetings of IGWG II bis as an expert.

At the first IGWG he was listed an expert from Sidley Austin LLP, an
international business law firm. Wilder is the only expert without a
country listing after his name.  He is American.
The WHO is responsible for inviting all the experts and entities to IGWG
in accordance with WHA Resolution 59.24, para 4(3).  These experts and
entities are admitted into the negotiating rooms along with the member
state delegations. Accredited representatives of Nongovernmental
Organizations in Official Relations with WHO are not allowed into the
negotiating rooms.
