Benefits of Innovation for Public Health in Developing Countries: A
Focus on Latin America

WASHINGTON, DC=97With over half of the world=92s poorest people lacking
access to life-saving medicines, the relationship between intellectual
property (IP) rights and health care in developing countries continues
to trigger debate. In an attempt to alleviate these appalling
conditions, the World Health Organization (WHO) recently released a Plan
of Action that identifies key issues it thinks should be addressed.
According to the WHO, IP rights represent a significant barrier to access.

But should governments invest valuable public health resources into a
lengthy discussion about intellectual property rights? Or are there more
productive ways to empower the poor and rid the world of rudimentary
illness and disease? Would weakening IP protections have an impact on
economic growth and wealth creation? And is IP a barrier to access, or
ultimately the key to innovating new cures?

Join the Institute for Policy Innovation and International Policy
Network at a briefing featuring international policy experts addressing
these and other important questions. Issues to be discussed include:
=B7 The main challenges to health care delivery in developing countries;
=B7 The relationship between intellectual property rights and access to
medicines, with evidence from sub-Saharan Africa and Latin America; and

programs around the world.
