[Ip-health] Patents and pharmaceuticals in Spain

Earlier this week the FT ran an article on R/D spending in Spain
(http://www.ft.com/cms/s/1/9ccf9484-8161-11dc-a351-0000779fd2ac.html).
At one point the article comes to the IP system and pharmaceuticals,
noting: "One of the concessions granted the country when it joined the
EU in 1986 was permission to allow it to use generic versions of
patented drugs an average three years before other member states."

Does anyone have information on what these concessions were, concretely?
Exceptions to EU data exclusivity rules? Any clarification and
elaboration most welcome.
