 From Heather Joseph (ARL):

FY08 LHHS Bill containing the NIH Public Access Language just passed
the full Senate 75-19, marking the first time the Senate has ever
considered (and approved!) a public access provision. Our language
survived unscathed - Sen. Inhofe withdrew the amendments earlier
today. However, he did file a colloquy to be on the record opposing
this policy, and asking for it to be reconsidered in Conference, so,
as expected, the fight is not over yet.

However, this is unquestionably a giant step forward.
