A time line of events in Brazil's compulsory licensing episodes dating
back to 1986 (but not reflecting the information in these cables) is at

Subject: [Ip-health] Dept of State cables on Brazil compulsory licenses,
Jan 04 to May 06
Thanks to David Serafino for typing up these interesting US Department
of State cables about Brazil compulsory licenses, obtained by Michael
Palmedo in a 2006 FOIA request. The dates are from January 30, 2004 to
May 11, 2006, and mostly focus on negotiations over prices and possible
compulsory licenses on patents. They will be instructive for students
and journalists seeking to better understand US foreign policy on
pharmaceutical issues.
