Thanks to David Serafino for typing up these interesting US Department
of State cables about Brazil compulsory licenses, obtained by Michael
Palmedo in a 2006 FOIA request. The dates are from January 30, 2004 to
May 11, 2006, and mostly focus on negotiations over prices and possible
compulsory licenses on patents. They will be instructive for students
and journalists seeking to better understand US foreign policy on
pharmaceutical issues.
