Dear reader,

This month, in an editorial, Hirotsuga Aiga calls on international
humanitarian agencies that do joint surveys
<http://www.who.int/bulletin/volumes/85/11/07-047381.pdf> to avoid
duplication. He cites 44 surveys conducted in Darfur, Sudan, in 2004 in
which respondents were asked the same questions several times. Another
editorial discusses guidelines on mental health in emergen-cies
<http://www.who.int/bulletin/volumes/85/11/07-047894.pdf> that have
been established by a new task force of international agencies.

The news section looks at climate change and health
<http://www.who.int/bulletin/volumes/85/11/07-011107.pdf> , the theme
chosen by the World Health Organization (WHO) for World Health Day 2008.
Four ex-perts debate
<http://www.who.int/bulletin/volumes/85/11/07-021107/en/index.html> the
importance of health in spurring action on climate change. Han-nah Brown
examines how WHO is help-ing countries respond to the challenge of
climate change. In this month's interview
<http://www.who.int/bulletin/volumes/85/11/07-101107.pdf> , Carlos
Corvalan, coordina-tor of the Interventions for Healthy Environments
unit at WHO, talks about climate change and peoples' health.

Also in the news, David Orr reports from Moradabad on India's last
bastion of polio
<http://www.who.int/bulletin/volumes/85/11/07-031107/en/index.html> .

How do you determine the cost-effec-tiveness
<http://www.who.int/bulletin/volumes/85/11/06-038893.pdf> and
affordability of a health-care programme? In their research paper,
Sun-Young Kim et al. describe how they developed a computer-based model
to evaluate a programme to vaccinate children against hepatitis B in
Gambia.

Simon D Makombe et al. did a national survey of the impact of
antiretroviral therapy programmes
<http://www.who.int/bulletin/volumes/85/11/07-041434.pdf> on
health-care workers and found their uptake of the therapy higher than
average. Winfreda Chandisarewa et al. found that the promotion of
routine HIV testing at antenatal clinics
<http://www.who.int/bulletin/volumes/85/11/06-035188.pdf> in Zimbabwe
increased the uptake of antiretroviral therapy to prevent mothers from
infecting their babies with HIV.

In a perspective, Wendy Brown et al. find that small changes in two of
the main risk factors - poor diet and insufficient exercise - could
result in significant reductions in risk of noncommunicable diseases
<http://www.who.int/bulletin/volumes/85/11/07-041566.pdf> across
populations using data from the Austra-lian Longitudinal Study on
Women's Health. In a research paper, Bart Janssens et al. discuss how
Cambodia is struggling with a growing burden of chronic diseases
<http://www.who.int/bulletin/volumes/85/11/06-036574.pdf> against a
background of insufficient health care facilities. They describe the
feasibility of integrating care for HIV/AIDS, diabetes and hyperten-sion
within the setting of chronic disease clinics.

This month's public health classic, Ronald Ross's observation, 110 years
ago, of malaria
<http://www.who.int/bulletin/volumes/85/11/04-020735.pdf> parasites,
Plasmodium, spp. in the gut of mosquitoes. Robert Sinden looks back at
this pivotal study and asks whether we have waited far too long to
capitalize effectively on Ross's observations. In a separate paper,
Paula Brentlinger et al. outline the lessons learned from a pilot
programme to provide preventive treatment of malaria during pregnancy in
central Mozambique
<http://www.who.int/bulletin/volumes/85/11/06-033381.pdf> .

Erik von Elm et al. present the Strengthening the Reporting of
Observational Studies
<http://www.who.int/bulletin/volumes/85/11/07-045120.pdf> in
Epidemiology (STROBE) Statement. This statement is a checklist of items
that should be included in an accurate and complete report of an
observational study. Danny Dorling and Anna Barford look at the maps
freely available at www.worldmapper
<http://www.who.int/bulletin/volumes/85/11/07-044131.pdf> .org and
discuss how such world cartograms can successfully illustrate global
inequali-ties in health.

Rachel Jenkins et al. found in their three-year research programme to
promote mental health reform
<http://www.who.int/bulletin/volumes/85/11/06-039156.pdf> in a Russian
region that it is possible to develop alternative community-based
service models deliv-ered by multidisciplinary teams.

The plight of street children tends to dominate any discussion of
homeless-ness in Brazil
<http://www.who.int/bulletin/volumes/85/11/07-043455.pdf> , with much
less attention paid to older people. Giovanni Marcos Lovisi et al.
attempt to address this balance by carrying out a survey of older
residents of public hos-tels in Rio de Janeiro to discover what led them
there.

Eight articles have been published on the Bulletin website in advance of
