[Ip-health] Chilean proposal to WIPO Standing Committee on Patents (SCP): L&Es and patents and standards

This submission was submitted by the Government of Chile to the WIPO
Standing Committee on Patents (SCP) in December 2006.

My limited comprehension of Spanish would lead me to understand that the
first proposal requests the committee to examine in it work plan
"Limitations and Exceptions for patents, for example, exceptions for the
public interest, education, research and government use."


The second proposal requests the committee to consider the question of
"patents and the adoption of standards".

If the SCP would include these proposals in its work plan, this would bode
well for truly integrating the development dimension into the core of
WIPO's work program concurrent with positive results in achieved in the
Development Agenda and the anticipation of the WIPO Standing Committee on
Copyright and Related Right's (SCCR) consideration of limitations and
exceptions.

Con relaci=F3n al acuerdo de la Asamblea General relativo a propuestas para=
 el
establecimiento de un nuevo plan de trabajo para el Comit=E9 Permanente
sobre el Derecho de Patentes (SCP), te informo que Chile propone que los
siguientes temas sean considerados en dicho plan de trabajo:



1. Excepciones y Limitaciones en materias de patentes, por ejemplo,
excepciones de inter=E9s p=FAblico, educaci=F3n, investigaci=F3n  y uso de
gobierno.



2. Patentes y adopci=F3n de est=E1ndares.
