[Ip-health] USTR response to Congressional Thailand letter

On January 10, 22 members of the U.S. Congress wrote to U.S. Trade
Rep. Susan Schwab asking for an end to interference with the Thai
efavirenz CL.  That letter is available here:

The January 17th response letter from Ambassador Schwab is now

Schwab writes: "We are continually striving to strike the right
balance between strong intellectual property protection as a means of
promoting innovation, and appropriate use of flexibilities to address
urgent situations."  Consistent with almost all discussion of the
CL's in the press, Schwab seems to have forgotten about "government
use."
